Education is one of the government’s programs to improve the Indonesian citizen’s prosperity. It can be seen with there are so many various ways which the department of national education has being done. For example, the government provides a lot of funds that use for completing the needs of fluency of education process it self. The needs involve funds for providing the books, the building, and others equipments that support the programs. By doing these of them, it is hoped that each people has a chance to share their thoughts, feelings, intentions, and ideas. It is also possible to create and develop the intelligency and emotional questions to be better and better. Just as noted by Adler (1970:4) that each men alone thinks inside himself, unless he tells his ideas, no one can know them. In order for thought and knowledge to be shared, so that people can work together, there must be a language. In sum, it is clear that education is a significant thing to be developed for each people.
John Dewey (in IKIP: 1992,1) says that education is a process of formulation and creation of fundamental skills as intellectual and emotional to the nature or real life and human being. In this case, education itself means that a place to share any things for a grateful achievements.
In educational curriculum, the government have already decided that every school needs to have the convinient quantity of students for each class. Its mean that each class has the students who are as suitable as the classroom’s size. For instance, a class has approximately twenty five students. As a result, the class will be condusive and the teaching and learning process will be more effective, too. At that time, the teacher can look at whether the students pay attention or not, and cover the students’ activities totally. In conclusion, the condition of class influences the fluency of the teaching and learning process.
In fact, it is contrast with what the writer found in the field. Some schools ignore about the case. The capacity of class is over the standard of condusive class, so the teacher cannot be able to control or manage the class well. For example, because of over students, while the teacher is explaining the lesson, the students do not pay attention anymore. The students are more interesting to talk and play with their friends. Consequently, the class will be noisy and the purpose of study cannot be reached as perfectly as possible.
The problem is might be the teacher does not know anymore how to control the class intensively, that is the class has over students. It is predicted that in large class there would be less on task formally and more off task behavior. Bourke (1986) says that it is better to use more non- academic procedural arrangements in larger classes. It is also expected that there is less need for critical comments from teachers in smaller classes. Its mean that, in large class, teacher is hoped to use the informal academic procedural arrangements. It includes designing the class, understanding the needs of class and students, creating the supportive class condition through various interesting ways. A good teacher cannot think that all of class are the same. It means that actually teacher is not be able to assume ways of managing a large class is as similar as the small class. Teacher should not worry about the capacity of students, but he or she thinks more what the teacher has to be done in controlling the big class itself. In sum, it is clear that larger class has different way in controlling than the small one.
Many ways can be able to solve the case above. One of them is by applying the effective classroom management. Classroom management is how a teacher can create a good atmosphere among the teaching and learning process. The effective classroom management is the ways that are applied about the organizational skills of controlling the class, especially a large class, by using some practical approaches, that are how the techniques to manage the class well. It involves the classroom atmosphere, the curriculum development, teaching and learning methods, strategies, and assessment.
